Description
The Postal Service issued a 22-cent Uncle Sam Definitive Stamp in two formats on November 9, 1998, in Washington, DC. An official first day issue ceremony did not occur. The stamp was reissued on October 8, 1999.
The stamp was designed by Richard Scheaff of Scottsdale, Arizona, and illustrated by David LaFleur of Derby, Kansas. Sennett Security Products printed panes of 20, and the Bureau of Engraving and Printing produced coils of 100. Both stamps were printed in the gravure process.
