Lieut. and A.A.A. Genl. W.P. Carlin - Asst. Commr. with the information that the records of this office, have no account of any such claim as the within named. If the certificate was issued at at the time stated it is likely that the same was forwarded direct, by the Second Auditor to the Attorney's in the case, and that he now holds over the same through inadvertancy or fraud.
A reference of this paper to the Second Auditor would clear up the matter.

"The actual travelling expenses in the army or Navy do not include the food of Officers, but merely railroad steamboat and stage fare." - see decision of 2nd Comptroller of the Treas. Vol. 24. P. 397. The balance of this claim Eight 40/100 Dollars will be paid at this office upon application
