Having but recently assumed charge of the Military affairs in this District, I intend soon to make a thorough survey of all things connected therewith. In doing this the matter you refer to will receive my prompt and favorable consideration. General I have the honor to report to you that Capt F.O. Steinberg the defaulting Assistant Commissary of whom I wrote you, has been taken into custody and is now in confinement at this 71 Post. He claims that up to the time he went to Greenville he was a truly honest man but that bad company and liquor led him into crime Two of his subordinates I am prosecuting under the Act of 2nd March 1863. The adjourned hearing will come up tomorrow and upon the evidence which we shall there complete we shall be prepared to institute other proceedings from which I think we shall not fail to fully reimburse the Government, and to punish the more guilty. The penalties you will observe are severe. General I have the honor to acknowledge receipt of your note of 19th inst by Genl. Thomas touching an inspection you have ordered to be made of the distribution of rations in the northern portion of this state. I am obliged by this action on your part and if it had been done earlier it would have given me pleasure. If the inspector is to fully understand the matter two things must be impressed upon him. First it is not along the railroad that he will naturally find it. He must take a Horse, and skirting the northern border of the State circle southwardly through Morgan, Blount, Marshall, Dekalb and Cherokee and afterwards if he can come round through Randolph, Tallapoosa, and Coosa, to this place. He will not have seen it all by any means but I think he will have fulfilled his mission. Second wherever he goes the inspector should make it his business to talk pretty freely with
